The Youth Policy Council, which is the successor of the Youth Work Council, was approved with Regulation No. 274 of the Minister of Education and Research on 1 April 2003, which was the 4th anniversary of the Youth Work Act. The YPC is an advisory body of the Minister of Education and Research. The Council consists of 6 representatives of youth associations delegated by the Estonian National Youth Council, 1 representative of county governments and 1 representative of local governments delegated by the Estonian Association of Youth Workers and 3 representatives of national youth work institutions (Ministry of Education and Research, Estonian Youth Work Centre, Estonian Office of European Youth). The Youth Policy Council monitors the implementation of the Youth Work Strategy from 2006 to 2013.
According to the decree of the Minister of Education and Research, the tasks of the Youth Policy Council are as follows:
1) to analyse and assess the implementation of strategic documents, legislation and national programmes in the area of youth and to make proposals for their development, amendment and creation;
2) to make proposals about planning and organising funding in the area of youth;
3) to make proposals about international cooperation in Estonian youth policy and youth work;
4) to give advice in making decisions about youth policy and youth work;
5) to participate in the consultation process in preparing the standpoints of Estonia in youth issues in the European Union;
6) to review the applications for annual grants submitted by youth associations to the Ministry of Education and Research and the applications for grants for the youth programmes and youth projects of youth associations, national and regional youth work programmes, youth research and youth institutions and to make proposals about their funding by determining the conditions, criteria and priorities for assessment of the applications;
7) to submit a summary of the activities of the Council to the Minister of Education and Research once a year by 31 December.
