/ PARTICIPATION COUNCILS

Youth council is a participatory council with advisory rights consisting of young people operating at a rural municipality or a city council. The youth council is elected by the youth of the rural municipality or city in a democratic manner pursuant to the procedure established
by the rural municipality or city council. As a rule, the youth council includes young people aged 13–26, whose place of residence is registered or who are acquiring education in the territory of a specific local government unit.

The purpose of the youth council is to discuss issues concerning young people within the competence of the rural municipality or city and to make proposals thereon to the rural municipality or city council and the rural municipality or city government based on the needs and interests of young people.

In order to achieve this objective, the Youth Council shall:

a) hold meetings;
b) provide training opportunities for members of the Youth Council;
c) introduces and promotes the principles of democracy amongst young people;
d) participates in the meetings of the rural municipality or city council;
e) participates in the work of rural municipality or city council committees;
f) cooperates with youth councils of other cities and / or rural municipalities;
g) represents young people at events at local, county, national or international level.

The sustainable operation of the youth council is supported by the local government in compliance with the procedure established by the rural municipality or city council. There are various ways to ensure sustainable operations – support from a specialist in youth work to achieve the goals, a solid budget for the implementation of activities and premises for coordinating the work.

Amongst other things, the task of the rural municipality or city council, if any, is to consult the youth council in planning, carrying out and evaluating youth work.

The aim of the youth council is to discuss issues concerning young people at the county level and to make proposals about them, including supporting the work of local youth councils.

In its work, the youth council proceeds from all local governments within the county. In order to achieve its goals, the youth council works similarly to the youth council.
